The State Administration for Market Regulation has issued the revised Special Equipment Use Management Rules (TSG 08-2026), which will be enforced nationwide starting May 1, 2026, with the old version abolished simultaneously. The new rules target industry pain points and fully standardize elevator maintenance, repair, and fee management.
Key Highlights:
Strict supervision of old elevators: Special inspections and risk assessments are required for elevators over 15 years old. Those with serious hazards such as sliding, abnormal noise, or door malfunctions must be suspended immediately for rectification.
Fully transparent fees: Income and expenditure for elevator maintenance, repairs, electricity, insurance, etc., must be publicized regularly. An electronic file for each elevator will be established, allowing owners to check maintenance records at any time.
Increased penalties: Failure to conduct required maintenance, falsifying records, or refusing to rectify hazards may result in fines of up to 100,000 yuan. Delayed emergency rescue will be directly deemed as inadequate performance by property management and strictly penalized.
Industry insiders stated that the new rules will force the maintenance industry to improve quality and efficiency, fundamentally eliminating perfunctory services and arbitrary charges, and effectively protecting the legitimate rights of elevator users.
